About CPC Climate Capital:
CPC Climate Capital is a new subsidiary of The Community Preservation Corporation and will be a subrecipient of Climate United Fund, the recipient of a $6.97 billion grant from the National Clean Investment Fund established by the federal government as part of the Inflation Reduction Act (IRA). CPC Climate Capital will use its subaward of approximately $2.4 billion to decarbonize multifamily housing by making subordinate debt financing available to owners of multifamily housing nationally. These investments will reduce or eliminate on-site fossil fuels, thereby reducing greenhouse gas emissions. Our climate goals will be simultaneously delivered against other critical national priorities, including the creation and preservation of affordable housing, promoting equity and environmental justice, and supporting high-quality jobs.

Role Summary:
The AVP of Federal Program Oversight will take on the pivotal role of leading CPC Climate Capital’s program and compliance risk management for CPC Climate Capital’s administration of federal grant funding. The AVP will collaborate closely with cross-functional teams as well as liase with other Climate United coalition partners and federal agency staff. This position will play a crucial role in shaping and executing our federal policy strategy, overseeing compliance and management of federal programs, and ensuring alignment between federal initiatives and CPC Climate Capital’s climate-focused objectives. The ideal candidate will have extensive experience in federal policy and program management. A background or familiarity with any of the following areas is highly recommended: climate policy, clean energy, sustainable development, or multifamily housing.
The AVP of Federal Program Oversight will have demonstrated experience in implementing federally funded programs, the ability to manage multiple priorities and lead cross-functional teams to deliver results, and the ability to work in a dynamic, fast-paced environment and to adapt to changing federal policy landscapes.
This position will require the use of considerable independent judgment and creativity in organizing the workflow, managing tasks and deliverables, and assuring adherence to deadlines with a strong attention to detail.
What You’ll Do:
- Oversee federal grant compliance, ensuring alignment with CPC Climate Capital’s internal policies and regulatory requirements for all federally-funded programs.
- Work closely with CPC’s legal, policy, and government affairs teams to stay abreast of federal policy changes and funding opportunities, collaborate on submissions in response to NOFAs and Public Comment requests, and to keep CPC Climate Capital strategically positioned in response to emerging developments.
- Advise senior leadership on regulatory changes and their potential impact on CPC Climate Capital’s federal programs and funding opportunities.
- Coordinate across teams (underwriting, risk, legal, finance) to ensure deliverables are met and proactively manage risks related to federal funding.
- Lead, mentor, and coach staff, fostering a culture of continuous improvement and compliance excellence within CPC Climate Capital.
- Manage relationships with federal administrators, stakeholders, and external contractors to ensure clear communication, compliance, and successful program execution.
- Promote organizational adherence to federal, state, and local program standards, ensuring compliance across all teams.
- Support broader team objectives by taking on additional responsibilities as needed to enhance federal policy and program oversight efforts.
Skills and Experience:
- BA/BS required. Master’s degree in a related field, such as public policy, business, non-profit management, urban planning is preferred.
- 8+ years of experience in performing the duties described above or an equivalent combination of education and experience.
- Previous experience in managing federal funding is preferred including familiarity reading funding authorizing legislation, program regulations, and grant agreement terms and conditions.
- Previous experience in sustainability, community development or multifamily housing finance preferred.
- Passionate about the mission and work of CPC Climate Capital.
- While not required, 2 CFR 200 compliance and implementation, and cross cutting policy experience for implementation preferred.
- Excellent communication and interpersonal abilities, with the capacity to engage and influence stakeholders at all levels.
- Ability to organize, prioritize work and demonstrated ability to work with minimal supervision.
- Willingness to travel up to 15%, primarily within the US, and ability to work from the Washington, DC area or New York City.

This is a hybrid role that can be based in either NYC and would work out of our Manhattan office 2-3 days a week or remote in Washington DC and will need to periodically travel to our Manhattan office. The salary range is $125,000 – $145,000, dependent on experience.
