About CPC Climate Capital:

CPC Climate Capital is a new subsidiary of The Community Preservation Corporation and will be a subrecipient of Climate United Fund, the recipient of a $6.97 billion grant from the National Clean Investment Fund established by the federal government as part of the Inflation Reduction Act (IRA). CPC Climate Capital will use its subaward of approximately $2.4 billion to decarbonize multifamily housing by making subordinate debt financing available to owners of multifamily housing nationally. These investments will reduce or eliminate on-site fossil fuels, thereby reducing greenhouse gas emissions. Our climate goals will be simultaneously delivered against other critical national priorities, including the creation and preservation of affordable housing, promoting equity and environmental justice, and supporting high-quality jobs.

Role Summary:

The Community Preservation Corporation, through a subsidiary known as CPC Climate Capital, will be a subrecipient of Climate United Fund of grant funds from the Environmental Protection Agency’s Greenhouse Gas Reduction Fund (“GGRF”). CPC Climate Capital will deploy GGRF funds to decarbonize multifamily housing. With a focus on program implementation, this role will assist the Senior Attorney in providing legal advice on a range of government grant and federal assistance issues, including government grants, uniform guidance, compliance, procurement, administrative and regulatory law, general corporate governance.

What You’ll do:

Assist Senior Attorney with implementation of the GGRF program in accordance with all federal requirements.
Work with internal and external parties to help create and/or modify policies, practices and procedures to ensure compliance with the grant’s requirements.
Work with business units to identify regulatory obligations within each business unit and ensure compliance with all requirements.
Work with production department to identify pre-closing requirements for transactions.
Create compliance checklists, including checklists for closings of transactions.
Assist senior attorney with the negotiation and drafting of grant documentation, subaward documentation and documentation for use by program beneficiaries.
Work with outside closing counsel to ensure all closing requirements have been met prior to closing.
Assist with on-going reporting requirements.
Assist with federal procurement documentation and process.
Effectively communicate compliance processes and procedures across the organization.
Perform other support tasks for the Legal Department as needed.
Perform other duties, as directed or required.

Skills and Experience:

Juris Doctor degree, with admission to and good standing in the New York State bar.
5-7 years’ experience focused on implementation of federal programs, government grants and uniform guidance.
Experience working with or within federal agencies (particularly the EPA) or with federally funded programs and experience from a top law firm, is highly desirable.
Working knowledge of relevant federal requirements (e.g. 2 CRF Part 200 and OMB circulars)
Experience with multifamily lending and affordable housing programs.
Experience with programs focused on electrification or building sustainability is a plus.
Strong attention to detail with an ability to multi-task and respond well to pressure and competing deadlines.
Ability to work closely with colleagues in Legal Department and in CPC’s business lines.
Superior analytical, oral and written communication skills.

This is a hybrid role that can be based in either NYC and would work out of our Manhattan office 2 – 3 days a week or remote in Washington DC and will need to periodically travel to our Manhattan office. The salary range is $130,000 – $150,000, dependent on experience.
